Motion 2009/11-07: Revising Grievance Committee Procedures November 15

Presented by Ann Allen Geoghegan and seconded by Jeff Kemp and dated 15 November 2009, the motion reads:

I move we approve, by general consent, the following changes be made to the Grievance Committee Procedures as stated in the Standard Rules posted at

Section V, item #2, Committee Business:

Modify the second paragraph to read : "The second list will not be archived and is considered strictly confidential. Only Committee members and the National Coordinator (NC), as ex-officio member of the committee will be subscribed to this list. (The NC will be subscribed in read-only mode.) Any questions or concerns related to specific grievances will be raised ONLY on the confidential list. The confidential list may NOT be used for public business, or in an effort to avoid public disclosure. To avoid the appearance of conflict of interest or impropriety in the case of a grievance being filed against the National Coordinator, the NC would be unsubscribed from the confidential list and another Advisory Board (AB) member will be subscribed until the grievance process is completed. The National Coordinator will not be eligible to vote on matters related to specific grievances, but will have full voting participation in other Grievance Committee business.

Motion 2009 11-08 Revising Election Committee Procedures November 17
For the record, discussion on the next agenda item, reviewing/revising the EC procedures to include a "no choice" or "no opinion" or other option to the ballot to allow the voter to opt out of voting in one particular race, while being allowed to have their votes in other races recorded. Currently the voter must pick a candidate or make a choice in every race/region they're eligible to vote in or their vote(s) aren't counted.

Presented by Ann Allen Geoghegan and seconded by Larry Flesher and dated 21 November 2009, the motion reads:
I move that we approve, by general consent, the following addition to the Election Procedures:

"An option will be added to the ballot for any election, poll or referendum to allow a voter to skip voting in one or more races/referendums that they choose to, yet still allowing their votes in other races/referendums to be counted. Votes that are skipped in any race/referendum will have no effect on the results of that race/referendum when the final count is tabulated."

The EC chair is also requested to communicate this addition to Larry Stephens, who provides the voting booth software for the USGenWeb elections, so that the actual functionality can be implemented.

NENC CC Position November 10

Hello Sherri:
After giving this some serious thought, I have decided to resign effective immediately my position as NENC CC Rep. I see no point in the endless hashing and rehashing of issues I have seen thus far.

With the resignation of Joe Markovich on 10 November, one of the NENC CC Representative seats on the Advisory Board is now empty. According to Section IX of the Standard Rules, the following applies:

When a vacancy occurs on the Advisory Board:

USGenWeb Bylaws Article VI, Section 8 applies along with the following: The vacancy will be announced on the Board mailing list and the appropriate regional mailing list(s) within two days. Within five days the Advisory Board will call for volunteers for the position. Volunteers must meet the eligibility requirements for the position.

Within fifteen days of the call, volunteers must submit their names to the National Coordinator and/or the Representative At Large. Within 30 days of the announced vacancy, the Advisory Board will elect, by 2/3 majority, a replacement from the pool of volunteers. The selected individual will serve until the next scheduled election, per Article VI, Section 8 of the USGenWeb Bylaws.

USGenWeb Bylaws Article VI, Section 9 lists the qualifications that must be met by the nominees.

In compliance with the above stated reference, the vacancy is formally posted here and a copy will be forwarded to the State-Coordinators' and USGenWeb-NC mailing lists. Interested volunteers should submit a completed Volunteer Form located at Volunteer forms must be received by 8 PM EDT 29 November 2009.

Currently awaiting volunteer mediator.

August 31, 2009 expiration of three (3) GC members terms.
Emails sent out July 15, 2009, August 1, 2009 & August 15 2009.
No response.
August 22, 2009 GC Chair emailed the GC members.
The members agreed to have their terms extended until August 31, 2010.

Announcement: Status of Server November 3
To all mail lists
For those that host their sites on, please ask them to contact either me ( so I'm sure we have working passwords for everyone. I've attempted to contact some and have had the messages bounced back to me.

We'll provide each CC information on the course of action we're going to follow to get things moving again. Please bear with us a couple of more days as we work through the final steps to getting everyone's access restored.

Announcement: Call for volunteers for committee to revise CC and SC guidelines documents November 15

The USGenWeb Project is seeking volunteers to serve on a committee to revise the CC Guidelines and SC Guidelines documents. This committee will consist of no more than five project members from all areas of the membership (county/local coordinators, state coordinators, special project and AB members). The purpose of the committee is to draft a guidelines/standards document to replace the current SC and CC Guidelines in order to better align with Article VI, Section 5 of the Bylaws. This document is actually a precursor for two other agenda items, the administrative responsibilities of State Coordinators/Special Project Managers and the revision of the EC procedures.

The committee will report back to the AB with a completed document by 3 Jan 2010 so that the two items mentioned above can also be dealt with.

If you are interested in serving on this committee, please submit a completed Volunteer form located at and be sure to include all sites that you coordinate and the POSITION that you're applying for as there is already an ongoing call out for the position of the NENC Representative.
